Responsibilities for EKMS-COMSEC, SIPR/NIPR One Net, Flank Speed Networks, ELMR Radios, DISA Circuits, CELL phones, CAC Cards, ELEC Security System, & Giant Voice. Initiated DISA Alternate circuit that eliminated Installation base wide outages for One Networks and VoIP telephones. Top Secret - SCI Clearance.

GG-0391-13 Step 10 IT Specialist PM: U.S NCTAMS LANT, Norfolk, VA. (1-2023 – 5-2023) IT oversight for Camp Lemonier, Africa and Souda Bay, Greece.

GG-0391-13 Step 10 IT SPECIALIST PM-COR: U.S. Navy, NCTAMS LANT Detachment Camp Lemonier, Djibouti (CLDJ), Africa. (9-2017 to 1-2023) For five years & 3 months resided at CLDJ, on site as the IT Specialist PM & COR for the installation’s O&M contracts for the Outside & Inside cable plants, Engineering and Installation (E&I) of OSP cable projects. Supervised contracts responsible for the Avaya DSN telephone 24/7 Technical Control Facility for all DISA circuits. PM that increased 75% of CLDJ OSP cables. Top Secret SCI Clearance.

GS-0391-13 STEP 10 IT SPECIALIST: U.S. Navy, NCTAMS LANT N52/N82 Plans, Programs, Requirements Dept. Norfolk, VA - (7-2016 to 9-2017). IT Program Manager for large multi-million dollar IT maintenance contracts. Top Secret SCI clearance.

GS-2210-13 STEP 10 IT TECHNICAL DIRECTOR: U.S. Navy, NCTAMS LANT DET Souda Bay, Crete, Greece - (7-2014 to 7-2016). Supervised NCTAMS IT Staff of 34 personnel comprised of Greek Local Nationals, Contractors, and Naval Senior & Enlisted personnel. Top Secret SCI Security Clearance.

GS-2210-13 STEP 9 - IT SUPERVISOR: Veterans Affairs Louis Stokes VA Medical Center, OIT, Wade Park Campus, 10701 E Blvd, Cleveland &, Ohio, 44106 - (6-2012 to 7-2014). First to write the U.S. National VA Telecommunication Contract. Wrote the National VA PWS operations & maintenance 2016 contract for all U.S 157 VA Hospitals and 827 VA Health Clinics, for VOIP TEL Switching Systems, & Telecom/Data Enterprise Network Systems. Supervisor for (4) Federal employees & (14) IT Contractors.

GS-2210-12 STEP 10 IT Chief: Department of the U.S. Army, 509th Signal Battalion, Unit 31301 Box 18, Camp Darby, Italy, 52128 - (7/2010 – 6/2012). Upgraded Outside Cable Fiber Optic Plant by 60%. . Supervised (6) Italian Local National Telephone Switch & Cable technicians. Initiated Cable repair of 3,000 acres.

GS-2210-14 STEP 6 IT DIRECTOR: Department of Homeland & Security/U.S. AGRICULTURE DEPT., Plum Island & Animal Disease Center, P.O. Box 848, Greenport, N.Y. 11944, (7/2009 – 7/2010). Increased 90% of IT automation. Supervised the IT Network staff, IT Security SYS Officer & IT Network Contractors. Responsible for Data Network OPS, PBX, and TELECOM SPT for 250 scientists. Initiated a server to cluster Micro-Biology medical’s 250 computers that discovered a new Ebola virus strain, in a foreign country.

GS-2210-13 IT PROJECT MANAGER: FT Detrick Engineer Directorate Information Technologist Specialist / Telecommunications Engineer FT Detrick, MD &, (2/2007 - 7/2009). Increased the completion of assigned IT Projects by 20%. PM for the installation of Northern Telecom switches, Lucent Technology, Siemens, & Avaya. Wrote the IT contracts for outside plants for FT Bragg & FT Bliss NTI SL-100’s 20,000 telephones.

GS-0391-13 TELEPHONE SWITCHING DIVISION CHIEF: 78th Signal Battalion, Telephone Switching Systems Division Chief, Camp Zama, Japan, Armed Forces Pacific, (02/2004 - 2/2007). Supervised (89), Military, DA Civilians, contractors, & Japanese Master Labor Contractors. Responsible for the telephone & outside plant technicians located at nine DA Japan installations’ 24/7 operations involving 11 telephone switches with an annual average of 14M phone calls.
GS-2210-12 IT Specialist: U.S. Army 516th Signal Brigade Information Systems Analyst, U.S. Army, FT Shafter, HI 96858, (07/1993 to 02/2004). Supervised the Circuit Department and increased circuit efficiency that reduced the yearly circuit costs from $7.5M to $2.5M. Responsible for (29) Telephone DA DSN switch upgrades for Okinawa, Japan, Alaska, & Hawaii. IT PM for U.S. Army Pacific Alaska & Hawaii Strategic Brigade Combat Teams and Long Haul MGR for 52,000 circuits.

GS-0391-11 Telecommunications Specialist: U.S. Army, 30th Signal Battalion, FT SHAFTER, HI 96858, (12/1990 to 07/1993). Wrote 42 Contract Performance Work Statements/ Statements Of Works that saved 50% of costs for the U.S. Army Pacific Region.

U.S. Army: 1/5/1982 – 07/23/2004. LTC/05 Retired on 23 JUL 2004. Active Duty U.S. Army from 1/5/1982 – 12/5/1985. Hawaii NG & U.S. Army Reserves. Retired Lieutenant Colonel - 20 years - 23 JUL 2004.
EDUCATION: Master’s (9 credits) from the U.S. Army MGMT Staff College Sustaining Base Leadership Management Program, (SBLM). In 1980 Graduated Chaminade UNIV - Business Administration Degree GPA 3.13 & attended 1 Yr - UNIV. Puget Sound, Tacoma, WA. Graduated Kamehameha High School in 1976.
TRAINING: Certified in COMP TIA Security Plus & Sustaining Base Leadership & Management Program 9/30/2014.
