Kenneth Johnson
Lieutenant Colonel Kenneth D. Johnson distinguished himself through exceptionally
Meritorious Service in multiple positions of responsibility from March 1996 to March 2006. As the Chief, Property Management Division, Fitzsimons Army Medical Center (FAMC), Aurora, Colorado, he provided outstanding medical logistics support to numerous medical facilities during the Base Realignment Closure (BRAC) of FAMC. He was
responsible for overseeing a property book, valued at $83 million, in which he saved
the hospital thousands of dollars by ensuring that all property was accounted for on a hand
receipt and turned in, without flaws, to the military property system. He was also involved in the Optical Fabrication Lab in accounting for all of their equipment and property and was instrumental in the transfer of this operation from FAMC to Sheppard Air Force Base, Wichita Falls, Texas. This transfer saved the Optical Fabrication Lab millions of dollars. As Chief of Logistics, Third Army Surgeons Office, Fort McPherson, Georgia, he managed and implemented the CL VIII Medical War Reserve stocks in Southwest Asia. His assistance allowed the medical materials to be pre-positioned in Kuwait, Bahrain,and Qatar, which saved the army millions of dollars. His action provided the active duty medical units in CONUS and OCONUS availability of medical materiel that was not
originally available in that region. He also established a successful Overseas Deployment
Training Program (ODTP) for Army Medical Reserve units, which allowed them to train
for 2 weeks in Southwest Asia, performing medical maintenance on all medical
equipment in the embassies of Egypt, Kenya, and Pakistan. As Chief, Logistics
Division, Eisenhower Army Medical Center, Fort Gordon, he envisioned and executed a
Logistics Division Feasibility Study to demonstrate the possibility of interfacing the Legacy Automation systems, by using a web-based portal system. This interface allowed effective integration of e-commerce procurement technology and provided system-wide process improvements. His proactive leadership approach improved the business processes within the Division while improving staff morale, along with staff professional development and training opportunities. As a result, he reduced the amount of excess medical equipment at a cost savings of $5.5 million dollars. Lieutenant Colonel Johnson also initiated the Southeast Regional Medical Service Corps’ first Homeland Security (HLS)
Conference in Atlanta, Georgia. This was an excellent conference with special emphasis given to the HLS strategy and the different organizations’ capabilities. These
capabilities were mobilization, validation, credentialing, synchronization and HLS
training. As Chief, OF Logistics, Battle Lab Support Element, Directorate of Combat and Doctrine Development, AMEDDC&S, he provided excellent senior level research and project oversight of several doctrinal initiatives such as combat procedure-based re-supply initiative, which will transform the Army in the manner of re-supply for deployed hospitals and forward surgical teams in combat. He completed the Combat Development
Course, as well as Acquisition 101 and 201 through the Defense Acquisition University.
He also earned 17 CEUs by completing the courses offered through the FEMA Emergency
Management Institute, Independent Study Program. He also completed the Homeland
Security National Fire Academy Course on Emergency Response to Terrorism.
Lieutenant Johnson’s exemplary performance of duty was in keeping with the highest
traditions of military service, reflecting great credit on him, the United States Army
Medical Command, the United States Army Medical Department, and the United States Army.
