Jim is a 1977 graduate of the U.S. Military Academy at West Point, where he received a B.S. in Engineering. He also possesses a Master of Science Degree in Business Management and a Master of Military Arts & Science Degree in Operations, Plans & Training.
A 20-year Army veteran, Jim served his country as an Armored Cavalry Officer, commanding organizations up to 600 soldiers in size in the U.S., Europe, and the Middle East. From 1986-1989, he served as an Army senior intelligence officer at the Pentagon and was called repeatedly before the U.S. Congress for expert testimony about international threats. During the period 1990-1991, Jim successfully led the 1st Cavalry Division’s Headquarters Command in Operation Desert Storm, for which he received the Bronze Star Medal. Jim retired in 1997 as a Lieutenant Colonel.
He relocated his family to Sanford, North Carolina in late 1999 and took the position as Director for North Carolina’s Public Health Information Systems, serving all of the county health departments in the state’s Department of Health & Human Services.
Jim left state employment in early 2001 and joined a private sector software and services company to extend his training and experience as a Senior Manager, Regional Sales Executive, and later as a National Director for Enterprise Health Information Systems. In addition to managing a large business unit in the Carolinas, he was the chief architect for the $25M public health information system now deployed statewide across North Carolina.
Jim is active in the Lee County GOP. He was elected as Lee County Commissioner in 2010 and devotes much of his time to those duties. Jim participates in several local non-profits that support homeless and disadvantaged families, plus he serves on several public-private boards including the Lee County Economic Development Corporation, the Fort Bragg Regional Alliance, the Triangle South Workforce Development Board, and the Sanford area Chamber of Commerce.
Jim’s wife, Sherry-Lynn, is an Army Lieutenant Colonel, a 2002 veteran of Operation Enduring Freedom in Afghanistan, and a 2007-08 veteran of Operation Iraqi Freedom. She is presently serving with the FORSCOM Surgeon’s Office as a Senior Physician Assistant.
