Lois Richards
After North Central I received a Bachelors degree in 1962 & joined the Peace Corps serving as a volunteer in Ethiopia (1962-1964). I received my Masters degree in International Studies in 1996 from the University of Denver. I worked for the U.S. Agency of International Development (USAID) from 1966 to 1995, entering the Foreign Service in 1968 and had overseas assignments in Nigeria, Ghana, Henya, Jordan, Liberia & Somalia interspersed with assignments in Washington D.C. In January 1991 I was detailed to U.S. Dept. of State, Bureau for Refugees, to coordinated U.S. Government refugee & humanitariean aid for Operation Desert Storm. I became the Deputy Assistant Administrator for USAID's Bureau for Humanitarian response (BHR) in 1992 with repsonsibility for the worldwide P.L. 480 food aid and the American Schools and Hospitals Abroad and Private Voluntary Organizations programs. Over the first year of the Clinton Administration I was "Acting Administrator for BHR until Senate confirmation of the "political appointee" Assistant Administrator.
After retiring in March 1995 I moved back to Spokane. I have been involved with the Spokane Humane Society and the Camp Fire USA Intland NW Council, serving on the Boards of Directors in 1998-2001 (SHS) and 1998-2001 and 2003-2008 (Camp Fire). I was President of both boards for two terms. I still serve on the Camp Fire Finance Committee. In April 2008 I received the Luther Halsey Gulick Award, the highest given to volunteers in Camp Fire. Additionally, I served five years on the Spokane County Community Development and Housing Advisory Committee (1998-2003).
I remain single and share my residence with a Cocker Spaniel, Elvis, adopted from SHS, and three cats--Nabir, Magala,and Buftan. I also resumed golfing and scored my very first and only hole in one in 2003, but am hopeful "lightning will strike twice" before my golfing days are over. My handicap has not yet attained the "12" I had while in Kenya, but I am working on it. Hope springs eternal!
